Back to school: all the rules
The 2021/2022 school year is upon us, and this year the return to school is full of particular expectations.
Because it will finally be a return behind the counters. So in presence, but with a strong symbolic value. As the Minister of Education Patrizio Bianchi said: “It will be an important moment for all of us, especially for our students and our students. It will be even more so this year, after the long months of the pandemic ”.
So let’s see the times and methods of returning to school for the school year starting shortly. Between clear rules, others more difficult to interpret and some controversy.
When will the 2021/2022 school year begin?
The Ministry of Education has proposed 6 September as the starting date of lessons for kindergartens, and 13 September for first and second cycle schools.
However, several regions have made use of the delegation to change the dates. And so, we will start on 6 September with the Autonomous Province of Bolzano, while the last students to return to school will be those of Calabria and Puglia: for them the first bell will ring on September 20.
Some schools will reopen as early as the end of August, on the occasion of the repair exams.
For all regions, the 2021/2022 school year will end between 20 and 22 June next year.
Will the masks be mandatory?
In kindergartens, the masks will be used only by teachers. From the age of 6, on the other hand, masks are also mandatory for students. Only surgical masks can be used, which will be distributed to children and staff directly from the school.
Some exceptions: in classes with deaf students, transparent masks will be used. No mask in case of certified pathologies. There is also the possibility that no one in the class uses individual protection, but only if everyone, students and teachers, will be in possession of the green pass.
Will the spacing be mandatory?
Moot point. Because the note sent by the Ministry of Education to the schools only speaks of a generic “recommendation to respect the interpersonal distance of at least one meter, unless the structural-logistical conditions of the buildings do not allow it. “
Wherever possible, the distance between the desks and the desk should be at least two meters.
And where is it not possible to respect these distances? We will manage as best we can, paying particular attention to all other health measures.
In the meantime, many have seized the ball to take up the theme of the so-called chicken coop classes. However, 422 million were made available to increase the staff of teachers, in order to reduce the number of pupils per class.
Will the green pass be mandatory?
Yes, but only for staff, unlike what will happen in universities, where students will also be required to have (and exhibit) the green certification.
Those without a green pass will be considered in “unjustified absence”. Furthermore, “starting from the fifth day of absence, the employment relationship is suspended and no salary or other compensation is due”.
Who will check the green pass at school?
The issue is a thorny one. The school administrators will have to check the document, but the verification can “be formally delegated to school staff”.
It seems that the check will have to be carried out every day, but the Ministry and the Privacy Guarantor are working to streamline the procedure.
The school leaders are already in revolt, as shown by the text of the letter sent by the National Association of School Managers to Prime Minister Mario Draghi and to the Minister of Education Patrizio Bianchi. Where, among other things, we read: “One cannot imagine that the staff delegated by the manager is every day at the entrances and for several hours to check the certification of hundreds of teachers and ATAs queuing to take on service. Nor can we think of further burdening the School Managers with privacy problems “.
Will the temperature measurement take place at school?
No, it will have to take place at home. And students with a body temperature above 37.5 ° C will not be able to enter the school.
Who will pay for the tampons?
Swabs are the responsibility of the staffexcept for those intended for fragile individuals, who cannot be vaccinated.
Will the interviews with the parents be in attendance?
Parents’ talks with teachers will continue to take place online. Parents’ entry into schools should be kept to a minimum.
School trips, canteens and sports: how will they behave?
School trips will be possible only in the white area.
The canteens will be accessible, but with shifts to avoid crowds of students.
For the return to school for the upcoming school year, green light also to physical education without the obligation of a mask (only in the white area) and with a spacing of at least 2 meters.
In the white area you can also do team activities (but individual ones are preferred, especially indoors). In the orange or red zone, only individual activities are strongly recommended.
Quarantine and Dad
A quarantine period will be imposed on those who test positive for Covid-19: ten days for the unvaccinated, seven for the vaccinated. The Local Health Authority is responsible for deciding the procedure to be adopted for the class, assessing it on a case-by-case basis. If the outbreak is extended, it may be decided to close the school.
Dad will be there only in real emergency conditions. According to the regulations currently in force, explains the Government, “exclusively in the red or orange zone – and in circumstances of exceptional and extraordinary need due to the onset of outbreaks or the extremely high risk of spreading the virus and its variants in the school population – the regional presidents and mayors can decide it for specific areas of the territory and individual institutes “.
